The Karnataka Government has proposed a major amendment to the promotion rules for lecturers working in Government Pre-University (PU) Colleges.
According to the draft notification issued by the School Education and Literacy Department on October 29, 2026, the Karnataka General Services (Pre-University Education) (Recruitment) Rules, 2013 are proposed to be amended.
Key Change: 25% Promotion Posts
Under the proposed amendment, 25% of the posts earmarked for promotion to the lecturer cadre would be filled through “Promotion by Selection.”
In other words, instead of treating these 25% vacancies as ordinary promotion vacancies, eligible candidates would be considered through a selection-based promotion process, subject to the prescribed eligibility and selection criteria.
Minimum Qualification
The draft also proposes a wording change in the minimum qualification provision.
The existing reference to “for promotion” is proposed to be changed to “for promotion by selection.” This is intended to align the eligibility provisions with the proposed selection-based promotion system.
