The state government has issued an important order regarding the selection of guest lecturers for the 2025-26 academic year in government first-grade colleges in the state.
It is proposed to select guest lecturers (including guest librarians and guest physical education guest lecturers) through online counselling as per the permission given by the government in reference-(3) in the 2025-26 academic year, based on the teaching workload remaining after allocating the workload to permanent lecturers in the government first grade colleges under the department (including government Sanskrit and art colleges).
Government Order No.: ED 242 DCE 2021, dated: 14.01.2022, in clause (6) it has been ordered that “Guest lecturers who do not have the qualifications prescribed by UGC shall be given a period of 3 years to acquire the prescribed qualifications, and after 3 years, the appointment of guest lecturers who do not have the qualifications prescribed by UGC shall be completely restricted”.
The Hon’ble High Court has given the following directions in its judgment dated: 05.09.2024 in Writ Petition No.: 23600/2023 regarding the selection process of guest lecturers.
i) This writ petition is allowed in part.
ii) The Respondent Nos. 1 and 2 are directed to ensure complete compliance with the minimum qualification prescribed by the UGC/Respondent No. 3 under the UGC Rules, 2018 before selecting any candidates for the post of Guest Lecturer.
iii) In view of the order issued in W.P.No.3079/2022 and related cases, it is clarified that the marks prescribed at the rate of 3 marks for a maximum of 16 years of previous service shall continue to be applied…
iv) Respondent Nos. 1 and 2 have clarified that no candidate shall be selected who does not possess the minimum qualification prescribed in the UGC Rules, 2018 and if he has obtained his Doctoral degree before July 2009 or has registered for a Doctoral programme, he shall not be selected subject to the condition that he shall have obtained the requisite qualification of NET/SLET/SET before 13.01.2025.
In view of the disposal of the application, the pending I.A.s, if any, are not left for consideration and the same is disposed of.
