State government orders appointment of 4689 guest lecturers in ‘pre-degree’ colleges

The state government has issued an order to appoint guest lecturers to fill the vacant lecturer posts in government pre-university colleges in the state for the academic year 2025-26.

Guest lecturers to be appointed for the posts of lecturers that may become vacant due to death and other reasons and for the subjects for which posts are not sanctioned for new combinations. It has been ordered to appoint guest lecturers on the basis of honorarium at a monthly rate of Rs. 14,000/- (Fourteen thousand only) for a total of 4689 lecturer posts, and it has been allowed to appoint guest lecturers for the posts that become vacant till the end of March-2026, after compensating the lecturers of various subjects with less workload.
The District Deputy Directors were requested in reference (02) to provide information on the number of lecturers to be appointed for the remaining posts after compensating the posts of lecturers of various subjects with less workload in Government Pre-University Colleges, the number of guest lecturers to be appointed for the subjects for which posts are not sanctioned and the total number of guest lecturers to be appointed. Permission has been granted to recruit a total of 4689 guest lecturers against the vacant teaching posts in Government Pre-University Colleges for the academic year 2025-26 as per the number specified in the appendix. The budget for the year 2025-26 will be met from the grant provided for the payment of honorarium under Account Head: 2202-02-109-0-13-324 Honorarium. Appointments shall be made only as per the number now permitted by the Government. It is hereby notified that no proposal shall be submitted for additional appointment.
It has been directed to appoint the guest lecturers keeping in mind the following points while appointing them.

  • Only eligible candidates will be appointed as guest lecturers after checking the departmental cadre and recruitment rules regarding the appointment of lecturers.
  • After assigning lecturers of subjects with low workload in government pre-university colleges falling within the district to vacant posts in other government pre-university colleges in the district, guest lecturers will be appointed only for the remaining posts.
  • Guest lecturers can be used only where there are no lecturers and where alternative arrangements such as assignment cannot be made.
  • Each guest lecturer may be allowed to carry out a maximum workload of 10 hours per week.
  • If the workload in any college is more than 10/12 hours per week in each subject, two guest lecturers can be used.
  • The services of these guest lecturers shall be utilized only till the appointment/transfer/assignment of permanent lecturers or till the end of the academic year 2025-26, whichever is earlier.
  • As per government rules, permanent lecturers cannot be appointed/transferred/assigned during this period.
  • The honorarium given to guest lecturers will be paid under the account head “2202-02-109-0-13-324 (Honorary Remuneration)”. If any complaints are received regarding the re-adjustment of the grant released by the department by paying honorarium to guest lecturers from any other sources, the department will take appropriate action against such persons as per the rules.
  • It has been instructed to draw the honorarium of guest lecturers released in the respective academic years within the respective financial year. It is not allowed to request additional grant in the next financial year without drawing the grant in the respective financial year.
  • While utilizing the services of guest lecturers, no order should be given to them without the order of the competent authority. Their names should not be entered in the attendance register of permanent staff. Appropriate receipt should be obtained from them for the distribution of honorarium.
  • No service certificate should be issued to the lecturers appointed in this manner and no service book should be opened. Attendance should be maintained exclusively by the principal.
