Dearness Allowance (DA) plays an important role when it comes to salary hikes for government employees. The prices of essential goods and services, including food items, household items, and transportation, continue to rise in daily life.

The government provides Dearness Allowance to reduce the financial burden on employees due to such price hikes. However, on what basis is this Dearness Allowance calculated? What factors are important in deciding the DA increase? Many people have questions like this.

What is Dearness Allowance (DA)?

Dearness Allowance is an additional allowance given on the basis of the Basic Pay of employees. Its main objective is to provide as much assistance as possible to employees so that their purchasing power does not decrease when the prices of essential commodities increase due to inflation.

Dearness Allowance and Dearness Relief (DR) are applicable separately for central government employees and pensioners. While DA is given to employees, DR is given to pensioners. The rates of both are usually revised.

On what basis is DA increased?

An important factor considered while deciding the increase in Dearness Allowance is the Consumer Price Index (CPI). The Consumer Price Index of Industrial Workers, CPI-IW or AICPI-IW, plays an important role in calculating DA for central government employees.

This index is published by the Labour Bureau, under the Union Ministry of Labour and Employment. It reflects the changes in the retail prices of food items, clothing, housing, transport and other essential goods and services commonly used by industrial workers.

The figures for this index are used to measure the rate of price rise. In calculating DA for central government employees, the percentage rate is calculated as per the prescribed formula based on the average index of the previous 12 months.

How is DA increase calculated?

As per the system in force for Central Government employees based on the recommendations of the Seventh Pay Commission, the rate of DA is calculated using the average AICPI-IW figures of the previous 12 months.

In this calculation, the base year of the index, the average figures of the previous period and the prescribed formula are considered. Then the rate resulting from the calculation is considered as per the government rules and the final DA rate is announced.

It is important to note here that just because there is an increase in the index, it does not mean that the DA will increase by the same amount. The change in the index, the prescribed calculation and the official decision of the government all play a role in the final rate.

How many times is DA increased in a year?

The dearness allowance of Central Government employees is usually revised twice a year. There is a practice of announcing revisions with effect from January 1 and July 1. However, the date on which the announcement is made may vary.

Sometimes, even if the government announces the official announcement later, the revised rate may be implemented from an earlier date. In such cases, there is a possibility of arrears being received by eligible employees.

How much will the salary increase due to DA increase?

Since DA is calculated as a percentage of the basic salary, if the employee’s basic salary increases, the amount of allowance available at the same DA rate will also increase.

For example, suppose an employee’s basic salary is ₹30,000. If the DA rate is 60%, he will get ₹18,000 per month in DA.

If the DA rate increases to 62%, the DA will be ₹18,600. That is, an additional allowance of ₹600 per month will be given compared to the previous rate.

This is just an example calculation and the amount may vary based on the actual salary details of the employee, applicable rules and the official DA rate.

Is the DA increase the same for all employees?

It cannot be said that the same rule applies to all employees. The wage rules applicable to central government employees, state government employees and employees of public sector organizations may differ.

It does not mean that the same rate will be implemented in all states immediately after the publication of the DA revision by the central government. State governments may issue separate orders regarding their employees. Similarly, separate wage agreements and calculation rules may apply in some public sector organizations.

Therefore, it is advisable for employees to check the official order issued by their organization or the government.

What is the significance of DA increase?

When inflation increases, a part of the income of employees is spent more on purchasing essential goods and services. In such a case, the revision of DA provides additional financial support to the employees. However, it cannot be said that the increase in DA completely compensates for all the price increases in the market.

DA is not just an additional amount added to the salary. It is an important part of the wage system designed to mitigate the impact of inflation. To understand the DA increase, it is necessary to know the basic pay, the Consumer Price Index, the average of the previous 12 months and the official orders of the government.
