The Rural Development and Panchayat Raj Department has released the official details of the minimum wage, dearness allowance and other benefits being paid to Gram Panchayat employees. The Gram Panchayats are paying these wages and allowances as fixed by the Labour Department from time to time, the complete details of which are as follows.
Salary details of various posts (in Rs.):
Cleaners: Total salary ₹18,243.12 (Minimum salary ₹16,019.52 + Dearness allowance ₹2,223.60)
Bill Collector / Clerk & Data Entry Operator: Total salary ₹17,420.32 (Minimum salary ₹15,196.72 + Dearness allowance ₹2,223.60)
Water Operator: Total salary ₹15,732.92 (Minimum salary ₹13,509.32 + Dearness allowance ₹2,223.60)
Attendant: Total salary ₹15,097.12 (Minimum salary ₹12,873.52 + Dearness allowance ₹2,223.60)
Other important benefits available to employees:
Leave benefit: 10 days for staff Casual leave and 2 days of restricted leave are available. 180 days of maternity leave are provided to female employees and 15 days of paternity leave to male employees.
Retirement and posthumous gratuity: Employees who retire or die in service are given gratuity calculated as 15 days’ salary for each year of service rendered, subject to a maximum limit of 20 months’ salary.
Financial assistance for cremation: In case of death of employees while in service, ₹10,000 is provided to their dependent family members from the Gram Panchayat Fund for cremation.
Compassionate employment: Provision is made for employment on compassionate grounds to the legal dependents of employees who die in service.
Insurance and Medical Assistance:
Pradhan Mantri Jeevan Jyoti, Pradhan Mantri Suraksha Jyoti and SBI Group Personal Accident Insurance policies will be made mandatory and linked to the salary account.
Medical expenses up to ₹50,000 have been ordered to be covered for the treatment of serious diseases like cancer, heart surgery, kidney transplant.
In case of death due to COVID-19 while on duty, there is a facility of ₹30 lakh compensation and COVID treatment expenses.
Promotion and Reservation:
When the posts of Bill Collector and Clerk are vacant in the Gram Panchayat, Water Operator, Attendant and Cleaners are allowed to get promotion based on their seniority and qualification.
In the direct recruitment of Grade-2 Secretary or Second Class Assistant (SDA), 50% reservation has been given to Bill Collector and Clerk cum Data Entry Operator of Gram Panchayat.
Note: The Department of Rural Development and Panchayat Raj (No.: GRA 682 GRA 2024) has clarified that since Gram Panchayat staff are not government employees, there is no provision in law to grant them the pay scale of ‘C’ and ‘D’ grade of government employees.
