Under the National Livestock Mission Scheme (NLM) of the central government, a subsidy of Rs 25 lakh is provided for sheep, chicken and goat farming. So, read on for complete information about the National Livestock Mission and how to submit an application.
The Department of Animal Husbandry and Dairying, Government of India has been implementing the National Livestock Mission Scheme since the financial year 2014-15. Keeping in view the current needs of the sector, the NLM Scheme has been revised and re-aligned from F/Y 2021-22.
The revised scheme of the National Livestock Mission (NLM) aims to generate employment, develop entrepreneurship, increase per animal productivity and thus increase the production of meat, goat milk, eggs and wool under the umbrella scheme of livestock development.
The surplus production will help in export earnings after meeting domestic demands. The concept of the NLM Scheme is to create forward and backward linkages for the products available in the unorganised sector and develop entrepreneurs to connect with the organised sector. NLM will be implemented across India in accordance with the guidelines.

How much is the subsidy?
Entrepreneurship will be developed by inviting individuals, Self Help Groups (SHG)/Framers Producer Organisations (FPO)/Farmers Cooperative Societies (FCOs)/Joint Liability Groups (JLGs) and Section 8 companies for setting up Parent Farm, Rural Hatchery, Brooder cum Mother Unit for production of hatching eggs and rearing and rearing of chicks in the mother unit for four weeks. Emphasis will be given to entrepreneurs who are able to establish forward and backward linkages.
The Central Government will provide 50% capital subsidy for the project cost of setting up a brood farm, rural hatchery and mother unit with a minimum of 1000 brood layers.
The entrepreneurs/eligible institutions will have to arrange the remaining amount through bank loan or financial institution or self-financing.
The birds maintained in the brood farm will be of low input technology birds or will be those kept in open range management system.
Central Poultry Development Organisations, Central Poultry Research Organisations, Directorate of Poultry Research and State Veterinary Universities and other private institutions having certificates of assured production are eligible to supply birds to the entrepreneurs.

How much grant is sanctioned? How much subsidy?
A one-time capital subsidy of 50% of the total project cost is provided with a maximum subsidy of Rs. 25 lakh per unit.
The subsidy is a capital subsidy and is given in two equal installments. The first installment is released in advance by SIDBI to be credited to the account of the entrepreneur/eligible institution by SIDBI after the bank or financial institution releases the first installment of the loan to the beneficiary and after confirmation by the State Implementing Agency. The beneficiaries are eligible for the release of the second installment by SIDBI after the project is completed and certified by the State Implementing Agency.
In case of self-financing scheme, the entrepreneurs/ eligible organization will have to get the scheme appraised by the bank where the beneficiary has an account. 50% subsidy will be given in the first installment to the lending bank from SIDBI where the beneficiary has an account. The subsidy will be released only when the beneficiary has spent 25% of the project cost on infrastructure and it is verified by the State Implementing Agency. The remaining 50% subsidy amount will be given to SIDBI after the project is completed and verified by the State Implementing Agency.
Entrepreneurs/ eligible organizations interested in availing benefits under the entrepreneurship scheme in self-financing mode will have to furnish a bank guarantee from a designated bank valid for three years for the remaining cost of the project. This bank guarantee will be furnished in the name of the Department of Animal Husbandry and Dairying, Ministry of Fisheries, Animal Husbandry and Dairying. The original bank guarantee should be kept in the safe custody of the State Implementing Agency.
