Applications are invited for the appointment of “Guest Lecturers” in Government First Class Colleges.

The Department of College Education has invited applications for online counseling and filling up of guest lecturers required for the academic teaching work of 2024-25 in government first class colleges of the state.

In the academic year 2024-25, to select guest lecturers (including guest librarians and guest physical education directors) through online counseling as per the remaining teaching workload after allocation of workload to permanent lecturers in departmental government first class colleges (including government Sanskrit and art colleges) Government letter No: ED 243 CE 2024(E), dated:19.08.2024 will be permitted.

However, due to the general/special transfer carried out in the department and the newly appointed permanent lecturers having to report for duty in the concerned colleges, there will be an increase/deficit in the teaching workload in the colleges, in the academic interest of the students, until online counseling is conducted for the selection of guest lecturers for the year 2024-25, the guest who was selected and performing duty in the previous academic year The services of lecturers are currently being employed on a temporary basis.

2024-25 of line 1, 3 &As the 5th semester is over in most of the universities and the 2nd, 4th & 6th semesters are about to start, guest lecturers have to be selected for the additional workload available in the academic interest of the students. The prevailing U.G.C. In the 2018 guidelines for the post of Assistant Professors, graduation with 55% marks (50% for SC/ST/OBC/Specially Gifted) and NET/SLET/KSET/PhD qualification is prescribed.

Further, Government Order No: ED 242 DCE 2021, dated: 14.01.2022 vide Clause (6) “Giving time limit of 3 years to Guest Lecturers not having UGC prescribed qualification to obtain prescribed qualification, after 3 years completely barring appointment of Guest Lecturers not having UGC prescribed qualification”. It is ordered that Also, the Hon’ble High Court has given the following judgment in reference (2) regarding the selection process of guest lecturers.

After selecting a college in the counseling process and appearing for duty in the college, there is an opportunity to get unpaid Maternity Leave for a maximum period of 6 months, limited to the normal expiry date and the said period will be considered as service period. Replacement guest lecturers will be selected temporarily to handle the teaching workload of guest lecturers on maternity leave. Substitute guest lecturers will be released after the guest lecturers on maternity leave report.

The guest lecturers who report for duty last in the matter related to that college will be released from service when the permanent lecturer attends duty in the college due to transfer/assignment/re-allocation (Redeployment) and others or when the workload is reduced during the semester or when there is variation in additional workload due to other reasons.

As guest lecturers are selected under temporary system based on additional workload, such temporary service will not be considered permanent and priority in recruitment to the post of Assistant Professor will not be allowed and there will be no right to seek condonation in this regard.

With all the Principals of Government Colleges publishing on the notice board of their colleges about the selection of Guest Lecturers through online, giving information to the candidates to apply/EDIT through online. All the information regarding the selection of guest lecturers will be published on the website of the department https://dce.karnataka.gov.in. So candidates are advised to check the said website daily.

All other matters except the matters mentioned above in this publication shall be subject to the provisions of circulars/Government orders issued earlier.
