The State Election Commission has announced the following election schedule for holding the general elections to Gram Panchayats for the period from December 2023 to January 2025 in accordance with Karnataka Gram Swaraj and Panchayat Raj Act, 1993 cases 308-AA and 308-AB.
The numerical details of Gram Panchayats and Member seats for which general elections are held are shown in the Annexure.
District Collectors shall issue election notification in Form-2 under rule 12 of the Karnataka Gram Swaraj and Panchayat Raj (Conduct of Elections Rules, 1993) following the above election schedule ordered by the Commission and the notification issued shall be published in the special state paper on the same day. On the notice board of Panchayat and Gram Panchayat office as well It should also be displayed at other important places and sent to the commission through e-mail.
A copy of the notification shall be sent to the Election Officers on the same day and on the same day the Election Officers shall publish the Election Notice in Form-3 on the notice board of the concerned Gram Panchayat Office, instructing them to start the election process and giving instructions to clearly mention the name of the Gram Panchayat, the name of the Constituency, the number of member bath reservations in the election notice.
The Election Code of Conduct as per Karnataka Gram Swaraj and Panchayat Raj Act, 1993, Case 308-AC shall be in force from Date: 21-11-2024 to Date: 11-12-2024 in the jurisdiction of the Gram Panchayat where the election is held.
In those Gram Panchayats where the election process cannot be continued without the receipt of nomination papers in any constituency of the Gram Panchayat and if no candidate is in the field due to reasons such as rejection of nomination papers/withdrawal of nomination papers etc. and no election is held for any bath of that Gram Panchayat or all the baths for which the election has been declared in the Gram Panchayat have been elected unopposed and the result of the selected candidate has been declared by the Election Officer of such Gram Panchayats. The Code of Conduct shall cease to be in force in the jurisdiction with immediate effect.
In case of elections for any constituencies of the Gram Panchayat, the Code of Conduct shall be in force for the period mentioned above in the jurisdiction of such Gram Panchayat.
To take the following steps to prevent corruption during election as per Section 308-AC.
- Returning Officers (ROs) videographically filming the election proceedings in the “ultra-sensitive” polling booths.
- All liquor shops and liquor manufacturing establishments shall be closed and sealed by their owners, occupiers and managers as the case may be “within forty-eight hours before the close of polling” in areas where the Code of Conduct is in force and the keys thereof shall be handed over to the District Collector or Executive Magistrate having jurisdiction.
- If any person is found in possession of liquor during the period in force of the Code or loitering in the streets under the influence of liquor, such person shall be kept in custody till the conclusion of the election as a precautionary measure.
- Forming a suitable team and taking steps to prevent corruption during elections as in the above case.
- Special Note:
- As per the directions already given, the election shall be conducted as per the electoral roll of the Gram Panchayat prepared by adopting the existing assembly electorate list for the Gram Panchayat for which the election is to be held.
- To appoint Returning Officers and Assistant Returning Officers to the Gram Panchayat where the election will be held and provide them with training and all necessary information and copies of circulars/instructions related to the election.
- When cases of violation of code of conduct come to the notice of Commission Order No.:
- To take appropriate steps to publish news (at no cost) in local newspapers for the information of the public about the Gram Panchayat seats for which elections are being held.
- Submission of report related to election to the Commission from time to time.
- As per State Election Commission Order No: Rachua 248 EGP 2015, dated: 19.03.2015, there will be no option of “NOTA” in the ballot paper for Gram Panchayat Elections.
